DesktopX is part of Object Desktop. It is a powerful object framework for Windows. It allows users to create completely customized user environments. With it, desktops can be broken into individual parts called DesktopX objects that can be exchanged with other DesktopX users. As a result, virtually anything that doesn't require user input can be created quickly and easily.

Tried this for a couple of hours.... personally I am not fancy about strange interfaces... the biggest problem is like with any shell, you have to be able to program it.... unless the rest of the object desktop has a theme switcher/creator you have to edit text files with the correct syntax.... alright if you have the time, but this is not ready for mass consumption and more imporantly to rub in Bill Gates face just yet... most things work, but limited functions.... until you program it.

While in beta, this is part of the Onject Desktop suite, retailing for $49.95. Not exactly free. An excellent program however, though a few bugs have popped up.
